Second journal paper publiced about PVE deployment for effective participation

A paper was recently published on the possibility of using PVE for effective participation. Niek Mouter, Ruth Shortall, Shannon Spruit and Anatol Itten investigated this on the basis of a PVE about the energy transition in Utrecht. The research has achieved three goals:

1. PVE allows participation of people who would not normally participate (especially young people).
2. Low investment of time by civil servants.
3. The outcomes of a PVE should be useful for decision making.

Two goals have been partly achieved: PVE makes citizens aware of decisions and implications of the energy transition and participation must be meaningful for the citizen.
