Hybrid Communicator: A district parliament proposal in Berlin under digital era
How can hybrid communication generate a more inclusive discussion environment in a district parliament in Berlin?
The democratic development of Berlin has been a long journey. Representative democracy is the major democratic system of Berlin nowadays, yet several problems arise from this system. This project focuses on two problems: the low publicness of architecture of district parliaments, and the ongoing growth of distrust and miscommunication between citizens and representatives.
With the theme of digitalisation, this project responds to the problems by enhancing public opinion expression and exchange through a proposal of new parliamentary workflow with the use of hybrid communication (physical + digital communication). This involves (1) basic parliament programs to prepare for physical debate, (2) a people’s voices gallery to broadcast the digital opinions of the public and (3) a data hall that collects and coordinates massive digital opinions from the public.
